- Tulle fabric
- Scissors

Here are the steps to make a tulle flower:
1. Cut out a circle or square shape from the tulle fabric. The size of the shape will determine the size of your flower.
2. Fold the tulle fabric in half and then in half again to create a smaller square or rectangle.
3. Use the scissors to cut small slits along the folded edge of the tulle, leaving about 1/4 inch (0.6 cm) uncut at the top.
4. Unfold the tulle and roll it up tightly from one end to the other, creating a flower shape. Secure the bottom of the flower with a needle and thread.
5. Fluff out the layers of tulle to create a full, fluffy flower shape.
6. If desired, use a hot glue gun to attach a button or bead to the center of the flower for added decoration.
